Hanoi fosters new momentum and stronger accountability across entire political system

On March 30, at the Hanoi Party Committee headquarters, General Secretary To Lam, head of the Politburo's Inspection and Supervision Delegation No. 10, chaired a conference to present the draft report on the first phase of supervision and launch the second phase of inspection for the Standing Board of the Hanoi Party Committee.

Attending were Nguyen Thi Thu Ha, member of the Party Central Committee and Deputy Chief of the Standing Office of the Party Central Office, serving as deputy head of the delegation; Ha Quoc Tri, member of the Party Central Committee and Deputy Head of the Central Inspection Commission; To An Xo, Assistant to the General Secretary; along with members of Delegation No. 10 and representatives of central Party agencies.

Also attending was Tran Duc Thang, Politburo member and Minister of Agriculture and Environment.

Representing Hanoi were Nguyen Duy Ngoc, Politburo member and Secretary of the Hanoi Party Committee; Nguyen Trong Dong, member of the Party Central Committee and Standing Vice Secretary of the Hanoi Party Committee; Vu Dai Thang, member of the Party Central Committee, Vice Secretary of the Hanoi Party Committee and Chairman of the Hanoi People's Committee; Phung Thi Hong Ha, Vice Secretary of the Hanoi Party Committee and Chairwoman of the Hanoi People's Council; and Nguyen Van Phong, Vice Secretary of the Hanoi Party Committee.

Also present were members of the Standing Board of the Hanoi Party Committee, representatives of Party organizations under the city and leaders of departments and agencies.

In his opening remarks, General Secretary To Lam stated that the delegation's work with Hanoi focused on three main areas.

First, the delegation reviewed the results of the first phase of inspection and supervision, including the implementation of the 14th National Party Congress resolution and the 18th Hanoi Party Congress resolution, especially key action programs; the organization of elections for the 16th National Assembly and People's Councils at all levels for the 2026–2031 term; and initial assessments of double-digit growth targets, the operation of the two-tier local government model and implementation of Resolution No. 57 on science, technology, innovation and digital transformation.

The delegation also conveyed the Politburo's conclusions on nationwide inspection results, identified priority tasks for the next phase and launched the second phase of supervision, focusing on three topics: implementation of double-digit growth targets, operation of the two-tier local government model and execution of Resolution No. 57.

General Secretary To Lam emphasized the urgency of the Politburo and Secretariat's work, urging Hanoi to promptly address shortcomings identified in the first phase and immediately implement the second phase of supervision.

On behalf of the delegation, he acknowledged and commended the efforts and achievements of the Hanoi Party Committee in implementing the 14th National Party Congress resolution and successfully organizing elections across the capital.

He also noted that the city has identified and addressed major bottlenecks, gradually resolving issues related to infrastructure and institutions, accelerating key projects, improving public investment efficiency and enhancing the business environment.

According to General Secretary To Lam, public opinion nationwide has highly appreciated Hanoi's decisive approach and implementation methods. Notably, residents have begun to feel tangible improvements, fostering optimism and trust.

Highlighting the successful elections, he said the 99.57% voter turnout clearly reflects the determination, will and consensus of the capital's residents.

He also recognized the decisive, methodical and effective leadership of the Standing Board of the Hanoi Party Committee, led by the Party Secretary, demonstrating strong leadership, responsibility and willingness to take on difficult and innovative tasks.

"The changes in Hanoi have been very positive. More importantly, beyond concrete results, a new momentum, a new working pace and a renewed sense of responsibility have clearly taken shape across the entire political system," the General Secretary said.

"From the city level to the grassroots, from Party committees to government agencies and officials, there has been a clear shift in thinking, working methods and a more decisive, practical approach tied to measurable outcomes, thereby strengthening public trust," he emphasized.

Addressing shortcomings, General Secretary To Lam agreed with the self-assessment report of the Standing Board and the findings of the inspection delegation.

For the next steps, he urged the Standing Board to develop a plan to implement the Politburo's conclusions from the first phase, while promptly addressing identified limitations.

First, the Standing Board must continue to lead by example in implementing the 14th National Party Congress resolution, ensuring it is translated into concrete actions and measurable outcomes across all Party units and members.

Second, the city must focus on implementing the three strategic pillars in alignment with new programs and plans, including Resolution No. 02, the revised Capital Law and the 100-year master plan.

Hanoi must proactively prepare conditions to implement these policies once issued, translating them into concrete programs, projects and measurable results.

Third, the city must strengthen Party building and the political system to meet development demands, enforce discipline, enhance supervision and combat corruption and misconduct, while addressing avoidance of responsibility.

Hanoi should also review one year of operating the two-tier local government model, objectively assessing results and identifying shortcomings to improve its effectiveness.

Fourth, regarding the second phase of supervision, the focus will remain on double-digit growth, governance operations and implementation of Resolution No. 57.

These are critical tasks with both immediate and long-term significance, requiring Hanoi to take a leading role nationally.

Lam also urged the delegation to conduct supervision constructively, ensuring it supports development while maintaining discipline, without disrupting normal operations.

The process must be scientific, focused and balanced between oversight and encouragement of innovation.

The delegation will record Hanoi's recommendations and request relevant agencies to address them promptly with clear responses.

The General Secretary expressed confidence that with its tradition of unity, resilience, intelligence and innovation, Hanoi will continue to lead and successfully implement Party resolutions, building a cultured, modern capital worthy of national trust.

On behalf of the city leadership, Hanoi Party Secretary Nguyen Duy Ngoc expressed appreciation for the General Secretary's guidance and affirmed that Hanoi would incorporate the conclusions and directions into implementing the 14th Party Congress resolution.

He noted that while the city had already begun implementing inspection-related tasks earlier in the year, it would further accelerate efforts in the second phase to achieve more substantive and decisive results.

Ngoc emphasized Hanoi's readiness to confront and resolve challenges, commit to timely directives and expressed hope for continued guidance from the General Secretary and the delegation to ensure effective implementation of tasks ahead.
