Conference to Announce the Master Plan for Hanoi Capital City with a 100-Year Vision and Promote Investment in 2026

On 29 June 2026, the Conference on the announcement of the Hanoi Capital Master Plan with a 100-year vision and 2026 Investment Promotion was held at the National Convention Center, in accordance with Plan No.210/KH-UBND dated 31 May 2026, issued by the Hanoi People’s Committee.

Present at the event were H.E. Trần Thanh Mẫn - Member of the Politburo, Chairman of the National Assembly of Viet Nam; senior officials of the Party and the State; officials from central ministries and agencies; leaders of the Ha Noi municipal government; 40 ambassadors and heads of diplomatic missions; representatives of major international organizations and business associations; and more than 1,500 business representatives, as well as domestic and foreign investors.

Ahead of the conference, 50 Memoranda of Understanding (MOUs) on cooperation were signed between the city, its departments and affiliated agencies, and their respective partners. The agreements cover the capital’s priority development sectors, including urban infrastructure, healthcare, education, investment, finance, science and technology, and digital transformation. These commitments further affirm the business community’s confidence in Ha Noi’s investment environment and lay the groundwork for turning cooperation initiatives into concrete projects.

The conference received considerable attention from investors, leading corporations, and international organizations, whose representatives delivered keynote addresses and thematic presentations.

The Japan External Trade Organization (JETRO), an investment and trade promotion organization under Japan’s Ministry of Economy, Trade and Industry (METI), established a presence in Viet Nam in 1993 and has since played an important role in promoting economic, trade, and investment relations between the two countries.

Through its efforts to connect businesses, provide market insights, offer policy advice, and support improvements to the investment environment, JETRO has supported local authorities, including Ha Noi, in attracting Japanese investment and advancing bilateral economic cooperation. In his remarks, Chief Representative of JETRO Hanoi, Mr. Ozasa Haruhiko provided a range of practical insights and recommendations, underscoring JETRO’s role as an important bridge connecting the business communities of Japan and Viet Nam with government agencies and other relevant institutions in both countries. The city of Ha Noi is confident that JETRO will continue to work alongside the capital in connecting with Japanese investors, promoting investment and trade cooperation, contributing to improvements in the investment and business environment, and enhancing the city’s provincial competitiveness.

Mr. Na Ki Hong – General Director of Samsung Vietnam

Mr. Na Ki Hong, General Director of Samsung Vietnam, shared Samsung’s experience in industrial development, innovation and the building of industrial ecosystems. His presentation offered useful suggestions for Ha Noi as the city seeks to improve the quality of its investment attraction. Over the years, Samsung has been one of the largest foreign investors in Viet Nam and one of the earliest foreign investors to establish a presence in Ha Noi. The company has expanded its investment in manufacturing, science and technology, and research and development (R&D), thereby contributing to the transformation of the capital’s growth model and the enhancement of its competitiveness. The city will continue to work closely with Samsung to expand cooperation in investment, research, technology development and human-resource training, contributing to the realization of the capital’s goal of green, smart and sustainable development.

As Ha Noi moves forward with the effective implementation of Politburo Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation, and national digital transformation, the city is particularly keen to deepen cooperation with the world’s leading technology corporations to jointly build an innovation ecosystem and develop strategic technology industries.

The conference also welcomed representatives of NVIDIA, the world’s leading technology company in artificial intelligence (AI), high-performance computing, graphics processing units (GPUs), and digital transformation technologies. NVIDIA plays a pivotal role in developing cutting-edge technologies, driving innovation, and advancing the adoption of AI worldwide. NVIDIA Global Vice President Steven Truong traveled from the United States to Viet Nam to attend the conference and shared strategic perspectives and valuable insights on advancing research, development, and the application of artificial intelligence, semiconductor technology, digital infrastructure, and innovation. His remarks highlighted opportunities to support Ha Noi’s ambition to become a regional center for science, technology, and innovation. The city believes that, with its new development orientations and strong commitment to implementing Politburo Resolution No. 57, there will be significant opportunities for Ha Noi and NVIDIA to establish a long-term partnership and achieve sustainable growth together.

Mr. Manabu Hamamoto, General Manager for Global Urban Development Strategy of Sumitomo Corporation, traveled from Japan to Viet Nam to attend the conference. In his presentation, he shared the practical experience and strategic vision of one of Japan’s leading corporations in urban development and infrastructure. Through his recommendations on development strategies and models for Ha Noi in advancing industrial park infrastructure, smart cities, and modern infrastructure projects, the city looks forward to further strengthening its cooperation with Sumitomo, leveraging the company’s areas of expertise to help build Ha Noi into a smart, green, modern, and highly competitive city in the region.

To realize Ha Noi’s development aspirations, an enabling policy framework, a favorable investment environment, and the effective mobilization of financial resources are all essential. As a state-owned commercial bank, the Joint Stock Commercial Bank for Investment and Development of Viet Nam (BIDV), together with other state-owned commercial banks, has consistently taken a leading role in supporting the government, the city of Ha Noi, and the business community. The conference is expected to mark an important milestone and open new opportunities for direct cooperation between the city of Ha Noi and leading domestic and international corporations, investors, financial institutions, and investment organizations in key areas. Priority areas include R&D in the semiconductor industry ecosystem, artificial intelligence, the development of a highly skilled workforce, building an innovation ecosystem, diversified trade and investment, and finance. The speeches and presentations delivered at the conference reflected the strong sense of responsibility, commitment, and shared vision of the investment community and the city’s partners in working alongside Ha Noi to create new drivers of growth, enhance competitiveness, and realize the Capital’s development vision as it enters a new phase of transformation.

The Hanoi People’s Committee assigned the Hanoi Department of Finance as the lead agency responsible for organizing and coordinating the conference. The Department took the lead in developing the detailed program and preparing the conference content on the city’s socio-economic development and investment attraction. It also oversaw logistics and worked closely with relevant agencies and organizations to ensure that the event was delivered in a timely and professional manner. In addition, the Department coordinated the recognition ceremony honoring businesses, investors, and organizations that committed to partnering with Ha Noi in its development journey as part of the conference program.

At the conference, the city unveiled a portfolio of 276 priority investment projects across key sectors. It also introduced investors and businesses to Ha Noi’s distinctive and pioneering policy framework, highlighting the capital’s competitive advantages and significant opportunities for future growth. Participants were provided with information on Politburo Resolution No. 02-NQ/TW dated 17 March 2026, the distinctive provisions of the 2026 Capital Law, newly issued resolutions of the Hanoi People’s Council implementing the Capital Law in the areas of investment and finance, as well as a range of publications on Ha Noi’s socio-economic development, investment attraction strategy, and investment promotion initiatives.

Investment promotion activities were further intensified to reinforce Ha Noi’s development vision in the “Era of Advancement.” The city reported strong investment performance in the first six months of 2026, with 138 domestic investment projects totaling more than VND 3.3 quadrillion and 300 foreign direct investment (FDI) projects with combined registered capital of USD 3.2 billion. A key highlight of the conference was the launch of the Ha Noi Investment Map, a digital platform that enables investors to conduct transparent and immersive virtual site surveys. Together with the signing of 50 MOUs, the conference reaffirmed Ha Noi’s commitment to fostering a safe, competitive investment environment and working closely with businesses to realize the capital’s century-long development vision.
