Investment Objectives:
To complete the Ring Road 3.5, creating a direct connection between Hanoi and Hung Yen Province. In combination with the city’s radial transport corridors (Me Linh Urban Axis, Tay Thang Long Axis, National Highway 32, Thang Long Boulevard, Le Van Luong Street, National Highway 6, National Highway 1A, and Phap Van – Cau Gie Expressway), the project will distribute and balance traffic flow, helping vehicles traveling from the northern and northwestern areas of Hanoi to the southeastern area avoid passing through the city center.
This will reduce congestion on major existing routes such as Ring Road 3, Giai Phong Street (National Highway 1A), and Road 70. The project also aims to improve cross-river connectivity across the Red River, promote urbanization, and support the population decentralization policy, thereby easing traffic pressure in central Hanoi and reducing the load on key bridges including Chuong Duong, Long Bien, Nhat Tan, Thang Long, and Vinh Tuy.
It contributes to the gradual implementation of Hanoi’s General Construction Master Plan and Transport Development Plan, ensuring national defense and security, and fostering the development of a modern urban space on both sides of the Red River.
To strengthen regional connectivity between Hanoi and Hung Yen, improving the cultural and social well-being of residents, creating a foundation for eco-tourism development, and enhancing economic and cultural exchange between the two localities.
