I. CONSTRUCTION AND DEVELOPMENT OBJECTIVES
Hoa Lac Hi-Tech Park is the first and largest hi-tech park in Vietnam, established by the Government of Vietnam and assigned to the Hanoi People's Committee for management. According to the planning approved by the Prime Minister, Hoa Lac Hi-Tech Park is a national-level hi-tech research, development, and application center; a place for incubating hi-tech enterprises, training human resources, developing manufacturing, providing services, and trading hi-tech products.
II. LOCATION
- Hoa Lac Hi-Tech Park is located to the west, about 30 km from central Hanoi, in an area comprising many important projects such as Vietnam National University, Hanoi. According to the approved planning, by 2030, the Vietnam National University, Hanoi project adjacent to Hoa Lac Hi-Tech Park will have an estimated scale of about 60,000 university students, 3,500 specialized high school students, and about 6,550 staff and employees. The Prime Minister has also issued a decision identifying Vietnam National University, Hanoi and Hoa Lac Hi-Tech Park as the center of the satellite science and technology city of the Capital, Hanoi, in the future.
- Hoa Lac Hi-Tech Park is located at Km29, Thang Long Avenue (comprising 6 lanes, 140m wide, 30km long with modern technical corridors), connecting central Hanoi with the Northwest provinces, about 60 km from Noi Bai International Airport and over 100 km from Hai Phong Port and Cai Lan Port. It is expected that in the near future, the Metro Line 5 system will be designed and built to facilitate better connectivity between Central Hanoi and Hoa Lac Hi-Tech Park; simultaneously, there will be a dual-use airport about 5 km away from Hoa Lac Hi-Tech Park.
III. PLANNING
With a total area of 1,586 hectares, Hoa Lac Hi-Tech Park includes the following main functional zones: Software Zone, Research and Development Zone, Education and Training Zone, Hi-Tech Industrial Zone, Central Zone, Mixed-Use Zone, Residential Zone, and Entertainment and Sports Zone.
- Software Zone: A hub for software production and business companies. The total area of the zone is 55.93 hectares, accounting for 3.53% of the total area of the Hi-Tech Park.
- Research and Development Zone: One of the most important functional zones of Hoa Lac Hi-Tech Park. This area will be a hub for hi-tech research, development, and application sectors, as well as a place to train experts to serve hi-tech industries, attracting experts and highly qualified individuals in research and application. The Research and Development Zone will bridge the gap between research and practice, serving as an incubator for inventions. The total area of the zone is 263.15 hectares, accounting for 16.59% of the total area of the Hi-Tech Park.
- Education and Training Zone: A place to develop universities, educational, training, and vocational centers, providing a highly skilled workforce for Hoa Lac Hi-Tech Park and the whole country. The total area of the zone is 123.53 hectares, accounting for 7.79% of the total area of the Hi-Tech Park.
- Hi-Tech Industrial Zone (HTIZ): The HTIZ is arranged for factories manufacturing hi-tech products and a bonded warehouse system to serve the export and import of goods. The total area of the HTIZ is 391.01 hectares, accounting for 24.65% of the total area of the Hi-Tech Park.
- Central Zone: Located in the center of Hoa Lac Hi-Tech Park, accommodating public works and services for the entire Park such as: administrative office buildings, convention centers, information centers, museums, post offices, hotels, restaurants, banks, parks, squares... The total area of the Central Zone is 43.14 hectares, accounting for 2.72% of the total area of the Park.
- Mixed-Use Zone: A multi-functional service area, including: commerce, business, supermarkets, restaurants, hotels, healthcare, residential services... fully serving the needs and utilities inside and outside Hoa Lac Hi-Tech Park. The total area of the complex is 80.12 hectares, accounting for 5.05% of the total area of the Hi-Tech Park.
- Residential Zone: Functions as an urban residential area primarily serving the housing and living needs of experts, workers, and those studying within Hoa Lac Hi-Tech Park. It includes high-end residential areas (villas, townhouses, and high-end apartments), standard housing, apartments... and service facilities such as offices, supermarkets, schools, kindergartens... The total area of the Residential Zone is 75.50 hectares, accounting for 4.76% of the total area of the Hi-Tech Park.
- Entertainment and Sports Zone: Arranges parks serving workers in the Hi-Tech Park and a number of other utility works invested through state budget and socialized capital. The total area of the Zone is 32.92 hectares, accounting for 2.08% of the total area of the Hi-Tech Park.
IV. INFRASTRUCTURE
1. Water Supply: From the Da River - Hanoi water supply system, through a booster pump station system of 43,000 m3/day-night and 8,000 m3/day-night.
2. Power Supply: The entire dynamic power and lighting system is supplied from the 110/35/22kV 3x63MVA substation and the 110/22kV 2x63MVA substation. Currently, capacity expansion is underway.
3. Telecommunications: 96-core fiber optic cable system.
4. Wastewater Treatment: All wastewater is treated at a wastewater treatment plant with a capacity of 42,000 m3/day-night.
5. Solid Waste Management: Solid waste, after being collected on-site, is transported to a centralized treatment facility.
V. INVESTMENT INCENTIVE POLICIES
1. Corporate Income Tax (CIT):
- Preferential tax rate of 10% for a period of 15 years for new investment projects.
- Preferential tax rate of 10% for a period of 30 years for the enterprise's income generated from carrying out new investment projects with an investment capital scale of 4,000 billion VND or more.
- 100% exemption of payable tax for the first 04 years from the time taxable income is generated, and a 50% reduction of payable tax for the subsequent 09 years.
Note: The tax exemption and reduction period is calculated continuously from the first year taxable income is generated. In case there is no taxable income in the first 03 years starting from the first year of revenue generation, the tax exemption and reduction period will be calculated from the 4th year.
2. Import Tax:
- Goods imported to create fixed assets for the investment project are exempt from import tax.
- Raw materials, supplies, and components that cannot be domestically produced and must be imported for the production of the investment project are exempt from import tax for a period of 05 years from the start of production.
- Imported goods that are specialized machinery, equipment, spare parts, and supplies that cannot be domestically produced; specialized scientific books, newspapers, and documents used directly for scientific research, technological development, technology incubation activities, science and technology enterprise incubation, and technological innovation are exempt from import tax.
3. Land Incentives:
- Exemption from non-agricultural land use tax.
- Land users are exempt from land rent after the land rent exemption period for basic construction in the Hi-Tech Park:
+ Exemption for 15 years for investment projects not on the List of sectors and trades with investment incentives; and investment projects for the construction and business of infrastructure in the Hi-Tech Park.
+ Exemption for 19 years for projects on the List of sectors and trades with investment incentives.
+ Exemption of the entire land rent for the whole lease term in case the project is on the List of sectors and trades with special investment incentives (excluding investment projects for the construction and business of infrastructure in the Hi-Tech Park).
Hòa Lạc High-Tech Park is the country’s pioneering high-tech zone, leading and influencing the development of other high-tech parks; on November 24, 2023, management of the park was transferred from the Ministry of Science and Technology to the Hanoi People’s Committee, combining the advantage of being a national high-tech hub with the benefits of Hanoi’s strategic location
Prime location, 37km from the center of Hanoi Capital. Convenient travel to airports, seaports, and inter-provincial connections. Ring Road 4 will help shorten travel time.
+ Connection to central Hanoi: Via Thang Long Avenue (6 lanes, high-speed). The elevated railway connecting Hoa Lac Hi-Tech Park and Central Hanoi is planned for construction with the target of operating in 2026.
+ Connection to Noi Bai International Airport: About 1 hour of travel time.
+ Connection to seaports: Traffic routes connecting to Hai Phong International Port and Cai Lan Port are highly convenient, taking about 1.5 to 2 hours of travel.
+ Distance to major Industrial Parks in Northern Vietnam: Relatively close. Hoa Lac's location can be considered a central hub, surrounded by major industrial parks within a radius of about 100 km, facilitating the connection between research and development, production, and the exchange of goods and services.
+ Ring Road 4: Upon completion, it will shorten travel time by separating inter-provincial traffic from inner-city traffic.
The entire internal infrastructure system is completed and ready for operation; there is a high proportion of cleared land, along with close attention and support from City government leaders.
Special incentives are defined in the Capital Law No. 39/2024/QH15 dated June 28, 2024:
Point 2, Article 24, Development of High-Tech Parks: Hòa Lạc High-Tech Park is designated for research, development, experimentation, high-tech application, training high-tech personnel, production of high-tech products, and national innovation; it serves as a pilot area for policies and mechanisms in high-tech and technology park development nationwide.
